Winning Teams

1. Objective: To encourage tertiary students’ creativity and leverage peer influence, the micro-film contest aims to broaden the knowledge of Macao residents, particularly tertiary students, on the Constitution of the People’s Republic of China and the Basic Law of the Macao Special Administrative Region. They will then gain a proper understanding of the relation between the two laws and Macao, thereby laying a solid foundation for the advancement of the One Country Two Systems.

3. Supporting organisation: Macau Motion Picture Industry Association
4. Eligibility: Entrants must be students of higher education programmes in local higher education institutions, or students from Macao who are enrolled in a higher education programmes outside of Macao. The contest is open to individuals and teams of up to 6 persons, at least two-third of which must be residents of Macao. A team may comprise current students from different higher education institutions. Each entrant may only submit one entry.

      • Feature the World Heritage in Macao to introduce the history of Macao and the process of Macao's hangover to China; Feature the background of the formulation of the Basic Law, the One Country and Two Systems policy and the establishment of the Macao Special Administrative Region
    2. Political regime: Chief Executive of the ‘Special’ Administrative Region»
      • Document the big picture of society under its executive-led system of Macao, such as the system of chief executive election, and the story of how the new chief executive has led Macao to fight the pandemic
    3. Legislation: Who has the final say in law-making?»
      • Describe the composition, operation and functions of the Legislative Assembly, such as stories about the elections of the Legislative Assembly in Macao, and about distinctive association culture in Macao, etc.
    4. Economy: More ‘games’ than gaming»
      • Feature the moderate diversification of the Macao economy under a high degree of autonomy, such as its small and micro economy, youth entrepreneurial stories, and the new development of Macao after the handover
    5. People's livelihood: I am from Macao»
      • Introduce the basic rights and freedoms of Macao residents. For example, Macao residents are entitled to social welfares according to law, and workers’ rights are protected by law
    6. National security: National security is the responsibility of all people»
      • Feature stories about how Maintenance of National Security Law enhances Macao residents’ awareness of preserving national security and attaches importance to cyber security standards
    7. Coprosperity: I am part of the Bay Area»
      • Feature the integration of Macao into the overall development of the country under the One Country, Two Systems principle, and its unique positioning in the Greater Bay Area; Feature the preferential policies to deepen the integration of Hengqin and Macao, such as the co-location arrangement, and the stories of Macao residents living, working and starting up businesses in the Greater Bay Area
    8. Outreach activities: My name is Macao, China»
      • In the name of ‘Macao, China’, the SAR has outreach activities worldwide in the fields of education, science and technology, culture, sports, etc.; Feature stories of international exchanges of Macao delegations and organisations
    9. Constitutional system: The Constitution of the PRC and the Basic Law of Macao jointly lay down the constitutional basis of the Macao Special Administrative Region»
      • The legal status and effectiveness of the Constitution of the PRC and the Basic Law of Macao, the importance of observing the two laws, and close relation of the two laws to everyday life
  • Registration: Entrants must log onto the Students Blog of the Higher Education Bureau, complete the registration form and the members’ information form, and upload valid supporting documents at or before the registration deadline.
  • Drawing: The drawing will take place in the morning of 20 October 2020, and each eligible entrant will be assigned with a theme for filming. If you have doubts about the theme, you may ask for clarification via email or in writing. The Q&As will also be uploaded to the website of the contest for the reference of other entrants.
  • Submission of entries: A brief of the entry and the entry file must be uploaded to a cloud storage (for example, Dropbox, Google Drive or Baidu Cloud) account created by the entrant themselves by 20 November 2020. The link for download and access password must be sent to cees@dses.gov.mo on or before the said date. Please state ‘Law micro-film contest for Macao higher education students–team name’ in the email. Alternatively, the entry may be burnt in a DVD and submitted in an envelope to the Centre for Higher Education Students (Avenida do Conselheiro Ferreira de Almeida no 68-B, Edifício Va Cheong, R/CB, Macau). The envelope should be marked with ‘Law micro-film contest for Macao higher education students–entry for the contest’ and the team name.

    A brief of the entry
    An introduction of the micro-film (no more than 200 words) and the work division of team members.

    Entry file
    The entry must be made in Chinese or Portuguese language, with Chinese or Portuguese subtitles. Other languages may be used but their proportion may not exceed one-third of the video.
    The entry must be between 3 and 6 minutes long (including opening and end credits), in MP4 format, and have a resolution of no less than 1280 x 720 pixels.

8. Judging criteria: The judging panel will comprise a maximum of five representatives from the Higher Education Bureau and Macau Motion Picture Industry Association. The Gold, Silver and Bronze Awards will be selected based on the below criteria, and the rest of the awards will be voted online by the public.

9. Results announcement and award presentation: Early December 2020. The arrangement for award presentation will be announced in due course.
10. Other contest rules:
  • The entries must be original, conceptualised and filmed by the entrants themselves and have never been submitted to other competitions or activities.
  • The entries may not involve any commercial activities or promotions, with the guarantee that the audio-visual content does not infringe the intellectual property rights of a third party. Where the entry violates any laws or regulations, the organiser has the right to disqualify the entrants and, in this case, the said entrants shall be liable to any responsibilities arising therefrom.
  • No information which may identify the entrants, such as words, features or symbols, may appear in the entries.
  • All entries will not be returned to the entrants once submitted. The organiser will own the copyright and the right of use of the entries. As it sees fit, the organiser may use part or all of the entries for promotion and has the right to copy, publish, exhibit, present, disseminate and upload the entries on the Internet for other educational purposes for the public, without the need to inform the entrants in advance.
  • The interpretation of these regulations and the results of the contest will be determined by the organiser, which shall be final.
